Do reports stall honor progress?

So i created this account about a month ago and i hit honor level 3 somewhere around the level 25 mark. (Note that i didnt play the whole month, my total hours of gameplay probably summed to about 40) This in my opinion was pretty fast as i know that many people started to complain about how long it took to get honor 3 when the system first came out. Now my friend on the other hand has about 3 accounts. When the honor system came out he hit level 3 within the month on his two "smurfs", but still hasnt on his main which hes put in considerably more time into since the system came out. He typically gets the same amount of honors across all 3 accounts, so our theory is that, he might get reported some times on his main because he cares more about winning and may get heated. Obviously he hasnt said or done anything bad enough to actually warrant a ban, but maybe some people might take somethings the wrong way and report him. We think that when u get reported its like getting "unhonored" and it stalls progress.

What are your thoughts, just wanted to know if people had been witnessing similar things?

YEP, regardless of what RIOT says. Till proven otherwise, my main account is still level 2, hasn't been punished since the inception of the new honor system but I am sure has had reports issued. Played about 200 games and have not made level 3 yet. This is the reason we do not get a guide to tell us how close we are to the next honor level. The honor system was made for behavior and not how well you play or your skill level. It's just decoration and means nothing.

That is the level of integrity we deal with from the developers today.

From what I've read on honor, it seems that valid reports, even if they're not enough to earn a punishment, slow down your honor gain.
