So we have played this game with this boosted top .. he was lagging and feeding most of the time and by 10 min through the game it was obv that is a lost game .. i kept on trying anyway, but by min 18 all towers were pushed and it was pretty much over .. so i clicked surrender then this premade bot started flaming me and insulting me, asking enemy team to report me too, after the game they proceeded with this attitude, i do not accept this behavior, i mean i am 26 plus i would never get insulted through a written text in some online game but some other kid might, regarding your summoners code this behavior is not acceptable so i hope you do something about this.

Just know that naming and shaming is against the Universal Rules! Consider removing/censoring his name

I don't want to sound rude, but there seems to be a lot more you're not telling us. We don't have access to exactly what you have said or done in the game. Granted, he shouldn't have been toxic as well, but there's got to be more than just a FF vote that started this.
