I'm so tired of people botting and getting away with it

Why are people continuously allowed to bot games to level 30 while I have to play hundreds upon hundreds of games to get there? Every time I play a game against AI, there's literally always at least 1 bot or more than 1 person that just afks in the jungle the whole time. I have to put time and effort into winning the game as soon as possible in order to get xp and ip, and they can just sit there and take advantage of it?

I report these people every single game, but there is no end. They keep coming back and it's because they are not being punished. I try to get other non-bots to report them, and they say they don't care and that I should be reported instead LOL! Why? Why do you like people freeloading off of your time? I don't understand.
