Does reporting a player really do something

I know that sometimes, report will actually work and a player will get banned, but too many times inters go unpunished.

Backstory: I was in a game with a fiora (I will not say this player name) and he soft inted the whole game. I checked his match history, and he's been doing this every game. I reported him, and so did my whole team, but he's still playing.
