I don't think riot bans people anymore

I have had countless literal trolls and afks in many games that result in my loss of elo both teams will report them but they never get banned. This makes me feel like riot isn't even trying to make the community a better place. I no longer receive the message that a recent player has been banned and if someone were to get reported by all 9 players in a game should they not be reported? It seems like a simple solution but it's pathetic that they can't get this right. Also another question I have is why whenever I get to 0 LP in the recent patches does it demote me after simply one loss at 0. This has never been the case until recently and it has happened to me about 7 times now, riot get your shit together.
