Had to dodge a queue and got a 30 minute ban for this

I was playing ranked when I encountered this guy, I cant shame players so I wont tell you the name but when we banned leblanc he said and I quote. " I PLAY LEBLAND oMFG EFF YOU ALL IMMA FEED SO HARD GO 0-50 HAHAHAHAHAHAAOSHOAHFOSHOLAHF " and I really didnt want to dodge but when no one on my team dodged I did, well I got a 30 minute ban ON TOP of the 5 min leaver buster. There is a lot wrong with this game and the systems and you should really be able to report in champ select. I sent a ticket in but nothing will get done with it as every report goes. I report people that behave wrongly and i have got the message that I banned someone maybe three times in all my time playing here. After our jungler picked he picked teemo and said " IM GONNA STEAL ALL YOUR BUFFS SKARNER ". I have proof in the attached link. I edited out the names because I know riot doesnt allow player shaming. Something should seriously get done about things like this.
