Crack down on Intentional Feeders and AFKers

I have noticed an extremely high level of intentional feeding and afk summoners this season and it has made the game unplayable for me. What is the point in trying to climb in ranked if I keep losing because of a teammate that afk's or intentionally feeds. I am not talking about having a bad but literally selling all their items then running it down mid. Out of the many reports on the ACTUAL AFK and feeders I have received ZERO notifications that they have been given a warning.
