Crack down on Intentional Feeders and AFKers

I have noticed an extremely high level of intentional feeding and afk summoners this season and it has made the game unplayable for me. What is the point in trying to climb in ranked if I keep losing because of a teammate that afk's or intentionally feeds. I am not talking about having a bad but literally selling all their items then running it down mid. Out of the many reports on the ACTUAL AFK and feeders I have received ZERO notifications that they have been given a warning.

4 years ago, we had the tribunal, and that actually caught feeders effectively. We need to bring it back. But for some reason Riot doesn't care about one of the most effective problem player catching systems they've ever had.

I rarely see afl or feeders. Mostly people who refuse to do anything other than lane, qv3 ( i do ranked 3's) or script. (5 scripters since season 7 start after not seeing one since i started playing in s5
