Riot Promotes trolls in low elo

Idk if its just me, but ive noticed a severity in trolling in low elo. Now dont repond with the classic "just climb" im well aware of it and im working to get better so i CAN climb. But there are SO many trolls in low elo it makes the game not fun. And i dont mean trolls as in off meta pick, i mean trolls as in i recently played with someone whose ONLY games involve going support with an off meta pick but thennot even getting a support item because he just steals your cs all game and tells you that youre the support now and to deal with it. And despite the numerous reports against this person nothing happens, but the second someone tells this person off, they have more of a threat of reprucissions than said troll. I get that toxicity doesnt make for a fun game. And it's not okay. But neither do trolls. But riot does almost nothing to these people. Thoughts?
