Riot Promotes trolls in low elo

Idk if its just me, but ive noticed a severity in trolling in low elo. Now dont repond with the classic "just climb" im well aware of it and im working to get better so i CAN climb. But there are SO many trolls in low elo it makes the game not fun. And i dont mean trolls as in off meta pick, i mean trolls as in i recently played with someone whose ONLY games involve going support with an off meta pick but thennot even getting a support item because he just steals your cs all game and tells you that youre the support now and to deal with it. And despite the numerous reports against this person nothing happens, but the second someone tells this person off, they have more of a threat of reprucissions than said troll. I get that toxicity doesnt make for a fun game. And it's not okay. But neither do trolls. But riot does almost nothing to these people. Thoughts?

there are pockets of toxicity within the game that is more severe than other parts of the game. Lvl 10-25, Low bronze, low plat and low diamond.

okay but what i'm asking is why there are almost not repercussions against these kinds of people. YOu can easily get banned for telling people off, but you can troll to your hearts content and literally nothing happens to you, because riot doesn't care about the actual quality of the game as long as it "Looks" like someone is trying. It's PR quality and not realistic quality.

the system detection sucks right now for trolling. New detection algorithm coming within the coming patches.
a large chunk of the community reports anything for trolling, making it very hard for the system to properly what is a valid report.
there are repercussions, you just don't see them, cos the system sucks at letting you know someone got punished.

The issue itself is an algorithm. Trolling is relative, algorithms are not quite as much. I understand it's unrealistic to expect riot to ACTUALLY see every game that gets reported for trolling. But they also blanket trolling under "negative attitude" which i feel is probably the farthest thing. most trolls love what they're doing and are super positive about the fact that it's happening at your expense. They need an actually trolling specific section of reports.

I thought they changed that category or "griefing" already.?

The algorithm, like the IFS, is a learning system, thus learns from our reports of what is considered trolling.

okay but its dragging the game down in the process. i just got banned for a game in my promos where someone literally told us in game chat they only picked azir jungle because we asked him not to when he had azir selected for jungle. He then proceeded to pretty much feed, and the team was getting pretty upset because 3/5ths of our team was in promos. after the game, was banned. managed to get ahold of the other players and all of the other players had been penalized as well. In fact, upon looking more into it due to one of my club mates actually having the troll on his friends list, he was the only one NOT punished. The troll was the ONLY person in the game not punished for trolling people during their promos, even when he stated IN chat that he didnt care, wouldn't be helping anyone, and would be feeding our laners. That is the complete OPPOSITE direction of how it should be going.
