I got a permanent ban for react negatively to a feeder teammate. I got tons of skins and all the champions as well as 20 rune pages also a Diamond 5 RANK. Here are the chat logs with Riot support.
A permanent ban, once applied, is never lifted unless it was applied in error. As this does not seem to be the case from your statement, the ban cannot be undone.

I was the enemy Wu in your game, and idk about team chat, but your all chat spam and toxicity made me mute you pretty early. I wondered how much worse you were in team chat but I mean, you posted it so it's clear as day. Your Wu should get at least a temp ban though. He's inted hard 3 times this past week already when things don't go his way, but you just approached it in too toxic a way. Coulda surrendered to save time too but you kept dragging it out ¯_(ツ)_/¯
