if 2 people are being toxic/abusive during a match but only 1 player sends a report, does only the 1 person reported get punished or both?

if Player A sends a report about Player B, but both players broke rules, does ONLY Player B get punished?

If player A doesn't have enough reports to acquire a flag to get his/her logs scanned then she will not be punished.

You need to be reported to get punished. Reports flag the system to review that particular player's behavior in that game, not the behavior of everybody in it.
