What happen to the tribunal system and why isnt there a more legitimate system to get deserved players the ban they deserve? Since the past season, ive only encountered 1 or 2 time where a player that i reported was given a penalty. (a notice popped up). It would be helpful if a riot member would help me with this question. thanks.

The Big Piece put it pretty concisely - the Tribunal was done away with since it was exceptionally slow and unreliable at doling out appropriate punishments, and replaced by the faster, better, and overall more efficient Instant Feedback System (IFS).

...Oh. Well, there's an issue with that, the IFS notification to the players who reported the punished individual are extremely unreliable, as they don't always show up, and I've heard some contradictory statements about the prerequisites for it to do so (first one to report, last one to report, etc.)
Ultimately, it's more than likely that there are more players who were punished due to your reports than you realize, since the aforementioned notification is extremely unreliable.
The Tribunal was too slow when it came to banning people, which is why they switched to the IFS. I'd like to see it brought back though in specific cases of trolling/feeding - things that the IFS cannot detect. It was nice being able to see some actual context of the game with all of the chat included.
