Intentional Feeding Problem

This may be a stupid topic, but there's a player named "hi im jonsu" who has been intentionally feeding in soloq ranked games. The account in the NA servers is being used by a "friend" who has been feeding on that account on purpose because his (the friend's) account has been penalized (not sure how). I was just wondering if you could look on his (hi im jonsu's) friend's list to permanently ban the player who is using the account to feed? I just feel it would be unnecessary for that account to be banned because the owner of the account is not feeding, but another person who does not have the consent of the owner to use and feed. I'm not sure how many games he/she has ruined already, but he/she is continuing to do so at this very moment. It would be nice action took place.
