why does it take so long to be punished
a person or a group of people can blatantly troll to ruin a person league experience and it would require many many games until they are punished at all.

The community is toxic and nothing will ever change it. I just wish Riot would drop its pseudo-scientific, behavioral bull-plop and stop pretending any of the crap they do actually works on a significant scale. I get flamers and trolls in more than half the games I play. The least they can do is stop patronizing us by pretending they have a working system in place.
To a extent I can understand why it takes so long. Because of how vague and different peoples definition are of some things (trolling/feeding/toxic) it's understandable why they want to make sure they aren't banning people for the wrong reason. I mean people assume that trolling is just goin off meta. Which had never been the case. But I'm sure people abuse the report button and try to ban people. Or people who might be having a bad game. You wouldn't want that one bad game to make it so you end up getting permaban!
The thing is people like that aren't always going to be obvious. I think if people use the chat and claim their actions should be an automatic ban. But then when people find out they just won't use the chat, or make it less obvious.
Yet another situation where we need Tribunal please Rito.
It's been 2 years.
You keep popping out new champs and skins and reworks because those make money, but the community is suffering from toxicity in the meantime.
I see so many of these type of posts about groups that troll or report and the single player has little to no power.
The automated system can only work so well, and when it sees one person with 4 reports and 4 people with 1 report I bet it punishes the person with 4 reports, even though it may have been the 4 that caused the problem. Rito please.
It's just denial. Plain and simple, I mean I understand their logic of banning people in huge waves, but they clearly don't care about the time in between, and it's effects on players.
A lot of what needs to be said has been said already, but i can guarantee that the behavioral team isnt working on new champs. If they were they never would have let bard or tahm kench through XD
I could be wrong but i think they only do cheating bans in waves. Troll bans are done by the automated system (which needs work in that area).
Because "Due Process" takes time.
