Another way of dealing with trolls

So I just got out of a game as an ADC main, to which I had a trundle for a support. Now this game ended up being like 30%-40% of my games in ranked as an ADC. I get a troll for a support, no not the trundle, an actual troll. As soon as minions got to lane, trundle continued to pillar directly behind me or at a good angle, giving the enemy morgana perfect chances to bind me. Did this pretty much most of the game as he went from lane to lane trolling the rest of the team and there was nothing we could do about it. It's frustrating as an ADC when you get people who screw you over when they get auto filled into support, or whatever the reason they may have.

There could possibly be a report system in game, that requires 4 players of the team, and possibly the enemy team to all agree upon when a player as acting out in this kind of manner, I mean I can't walk away and try to get into a better game myself, I'm, stuck in this horrible situation for 20+ minutes, and I get punished if I don't want to deal with this kind of behavior and leave, these are ranked games. I lose LP, my MMR takes a minor hit. It's easy to mute someone, but we have no defense against actions in game. I dont have some great scheme, or cure for this but I know this is something that can spark a good idea come'on community put your minds together...

Or am I behind on these ideas?

Added* And as a result of a unanimous vote, the game would end, enemy team would get victory, and said player would be reported and then reviewed. The allie team would suffer no penalty, and a new game can be found.
