Why does Riot think it's okay to tell people to kill themselves, but I get punished for saying stfu

So, I was just in a game with the most toxic player I have ever come across in my history of playing LoL. Just recently, I was given a chat restriction for telling a group of 4 trolls to stfu after they spent the entire game flaming me and feeding my enemy laner, with all four of them reporting me against my one report on each of them. Sadly, nothing happened to any of them, as I did not receive any notification of them being penalized, but that isn't the issue at hand right now. So, a common thing for these toxic players to do is tell other players to kill themselves. This is (sadly) usual and to be expected at least once in any summoners time playing LoL, however, this kid took it too far. After telling me to kill myself multiple times, both in team and all chat, I told him that I just had a friend kill himself last week and that I would be going to his viewing tomorrow, and that I found what he was saying highly offensive at the moment (at this time , and in this situation, it's really hard to just ignore that player without saying something back). After telling him that is where it takes a really bad turn, and gets worse. His response to me telling him that I just had a friend kill himself last week was to tell me that it was my fault, and that I should join him. Repeatedly. Then goes on to tell the enemy team to report me along with everyone else on my team besides his friend whom he is in a club with, and the enemy team just going along with him. I took screenshots and reported the player afterward, and Riot has failed to take any action against this. Now, I want to know why people can get away with this, and why it is okay for him to blame my friends suicide on me, and why Riot lets this happen, but if I tell someone to stfu I get chat restriction for 10 games and am ineligible to receive any rewards anymore? Where is the logic behind this and why is there a report button if Riot refuses to take any action against this kind of behavior unless they see multiple reports in a certain amount of time? Why is it not okay to say stfu, but completely fine to not only encourage me to end my life, but I would especially like to know why Riot thinks it acceptable to blame a person for the death of their friend, and to rub it in ones face that they had a friend commit suicide? I will admit I've raged before as well, but I would never take it as far as to tell someone to kill themselves, let alone even speak of death or suicide, ESPECIALLY after someone just said they had a close friend kill himself last week and that they were going to attend his viewing the next day. And to rub it in their face? That is absolutely disgusting, and I'm almost ashamed to even play this game anymore. I would really love for someone to give me a logical explanation as to why this is okay, because I surely wasn't raised to believe so.

It isn't common at all, and the punishment for just doing it once is a 14 day or permanent ban. Riot absolutely does not think it is ok, and behavior like that is treated appropriately. What they said absolutely was wrong, and you should make sure to report them so that match will be checked when they are reviewed, but their actions do not justify a negative response in retaliation; all that does is ensure the problem is perpetuated, and oftentimes leads to it being escalated even further. All you need to do in this situation is mute and report them.

These kinds of situations suck for everyone and I'm sorry you had to go through it yourself. Help get rid of this behavior by not adding to it, and reporting these players.

Where has Riot stayed that they find this type of behavior ok? Just because people are doing it doesn't make it ok. It's our job to let riot know when people act like this. All you need to do is report them and Riot will take care of it.

You will be banned for no reason at all. Riot does not care about you or what others say to you. They have clearly proven this throughout the way they have handled the reporting system in the past 18 months. Guess having a bot that bans you for saying the words Fuck, shit, piss, bitch, (words that riot thinks is worse than killing someone F***** and N***** Wonder what i'm censoring) wasnt injustice enough, they had to go ahead and brainwash the community to think that saying one of these is toxic. Just uninstall. This game is nothing but a waste of time and money. I would recommend playing a group game with friends. You will have a lot more fun. I recommend something like borderlands, don't starve, terraria, and even minecraft (yes i know). those games will not stress and rage induce you to the point where you want to rip someones throat out.
