Player Mentality Is Horrible

I decided to play some ranked games tonight, was hoping to get into series, I queue up and get into game, everything is going great. 6 minutes in our corki mid dies, and wants our jungler, who is top lane, to defend his tower. Our jungler does not defend his tower, as he is top, ganking the lane, and corki had a death timer of about 10 seconds. Since corki didnt get help and lost about 700 hp on his tower, he rage quit. He rage quit not even 7 minutes in, and because his tower lost 700 hp. I'm a bit dissapointed about that game, but oh well, I can always climb back up. My next game, I get a teemo who has not played a single ranked game in his life. He is so bad that the enemy top laner asks "Is teemo trolling?" "Hes just flashing and healing randomly" He ends the game 0/7/2 with 39 cs, in a 22 minute game, while also dealing ridiculously low amounts of damage (http://prntscr.com/e6c4lv) In that same game, I have an aniva, who says "can we just let them push mid" "we lost already" I could maybe understand this if the enemy team had a huge lead, but the kills were 2/0. Later, Aniva says "afk a few" "be back around 20" After those games were over, I reported corki and aniva, but I am 95% sure that they will receive absolutely no punishment. Not to mention that matchmaking puts people with 0 ranked experience into a game of low gold elo. Why does riot not ban people with this type of mentality? Is it okay to leave a couple games, but the second you say something like "ur a penis" boom, automatic perma ban. Admittedly, I didn't do the best those games, but I easily would have been able to come back and win atleast one of those games.
