Getting trolled by a 4-man chinese premade (mid kinda tried tho, wrong friends I guess)

Not much to say, all they did was spam in chat while they casually walked up to the enemy team, just asking to be killed, and the jungler even tried flaming me in the worst english I've ever seen when I complained about his suicides. Is it possible to instantly ban people from other servers as soon as they troll or intentionally loses a game? Having games thrown by EUW d-heads is stressing enough, don't need chinese cun** doing that as well, it's frustrating as hell... and in the end who pay are players like me who get pissed off and provoked like that, fair system I'd say.
