It is entirely possible to both be honored and reported in the same game.
For example, to some people, winning is very important and the person carrying the game for them is the vip. As long as they win, they don't really care if the person with 20/1/3 kda is being a dick to the team while taking down the enemy towers and nexus. They will honor that person for carrying the team. In that same game, his other teammates or enemies may not appreciate that 20/1/3 person being a dick to them or someone else. To them, playing a pleasant game is more important than winning and losing. They will report that person after game even if he's the sole reason the team won that game. In that case, you can both be progression in honor (albeit drastically slower due to being validly reported) and have an increase in your account toxicity due to being validly reported in the same game.
I'll give you another example. If you make sexist or crude offensive jokes in your games, some teammates/enemies may find you funny and love your jokes. They will honor you. Some teammates/enemies may find your sexist jokes offensive. They will report you. You will again progress in honor (albeit drastically slower due to the report) as well as having an increase in your account toxicity history due to the report in the same game. Remember that there are 9 other people playing in the same game as you. Just because you were honored 3x or 4x that game does not mean you don't also get reported 6x or 5x in the very same game.
I guess this is something that many people failed to realize. Honor is gained passively. Even if you never once in the entire season get honored by your teammates, you still do gain honored purely because you are playing games or you honored someone and will progress up honor level, albeit much slower than you would if you do get honored. Being honored by your own teammates is not the only way to go up a level. As I've pointed out above, you can be both honored and reported in the same game so having honor 3, 4, 5 does not mean your account toxicity history is not close to being punished.
Does this somewhat answer your question?
