Why not have the IFS review every game?

It's a robot. Won't get tired.

The rules should be the same for each game. The rules should also be enforced whether someone reports or not.

More accurate honor levels. More data is always welcome in statistics.

In a theoretical world, everyone could report every game and force the IFS to review every game anyways.

The IFS is trained, in part, by people's reports. Thus, it makes sense to only have it review reported games imo.

Because we don't want to turn this game into a police state? If 10 people in their own private space (that particular game) have no problem (no report) with what were said or done in that game, why should rito sticks their nose in their business?
