Player 'Bots' and Queues

I don't know if this phenomenon has been going on for a while, but they're essentially useless players who don't communicate and feed incessantly--player bots, I've seen them called.

After just enduring a game with one and coming out victorious, I was queued with the exact same idiot (summoner name - uULMDolores) and had no choice but to dodge the queue and face penalization in the form of a timeout. What else was I to do?

In a previous game, I was queued with two of these players in a game of 3s. The other team apologized and gave their condolences, while I just sat there in-game trying to decide whether to sit there and twiddle my thumbs for at least 15 minutes while my teammates ran around aimlessly or leave the game. I chose the latter.

The point of this post is to express my frustration at being punished in one way or another for trying to avoid these toxic players. How am I to deal with this?
