blocking players from being match with you

ok for several games now i have been matched with a player. i will not say who he is but to me he is toxic and feeds on purpose when he doesnt get what he wants. by this point everytime im matched with him i dodge because when im on his team i go on tilt.

when on oppsite teams with said person he either is toxic to his team or feds as well which even though i love kicking his butt in game i feel like the game is a waste of time cuz i know we will win just because he is on the other team.

so i got two questions one to riot and one to anyone.

RIOT: why doesnt blocking prevent you playing with said players. if you had block them it means you dont want anything to do with them. yet you can be matched with them and when you are they can chat to you. that defeats the purpose of the block. pls add this feature.

everyone: if you were in my postion with this person what would you do? queues are getting longer but if you know your going to lose or have someone ruin the fun of the game and puts you on tilt would you dodge?
