just had a game where I was trying to stay relevant as rengar, my team was falling behind due to pushing to enemy turrets, normally ok, other than the enemy shaco on the other team. I tried defending why I couldn't keep up with shaco as he was 8-0 when I hit lvl 6 and was pelted with insults so I just wanna know if this is a normal thing to receive a chat restriction for

No, you got chat restricted for retaliating and harassing them back. Just mute them and report them at the end of the game. I know it's not fun getting abused but dishing it back just means you get punished as well, it doesn't stop them flaming in 99% of cases.
Others will give you advice based on your chatlogs so I won't double up there.
