Reporting during maintenance

I don't know how servers and such work so if there is absolutely no way to do this, then so be it. But it would be nice to still be able to report someone after a game even if maintenance is going on (without having to go the screenshot route). I just finished a game where a Graves tried to ff and when our team didn't agree, he started trolling. Sold his items for nothing but tears and "ran it down mid." Couldn't report because of the disconnect and it's already irritating that he pulled this but he's also not even going to be flagged since I didn't realize what time it was so I didn't catch screenshots of his build or spamming taunt while in the middle of 4-5 enemies. Is there any way this is something that can change?
