I recently had a game where I reported a really toxic Riven who decided to log on to her diamond main, added me as a friend (which I accepted because I didn't know it was her at the time), then started talking shit. Would it be possible to report this account of this person as well?
You can screenshot this and submit it in a Support Ticket under the category I have a question > Game & Features > General Questions.

To report players who commit offenses outside of matches or who violate the Terms of Service but don't fall under one of the standard categories, you can send Riot a report by submitting a ticket to Riot Games Player Support with a screenshot of the said offenses and any additional information that you'd like to add.
If you're unsure which category to submit your ticket under, just select: [I have a question about League of Legends/Riot Games.] > [Game and Features] > [General Questions]

to be fair. RIOT should check the reporting players account behavior. Clearly, this player is agitating the other player by demanding they log onto their main account so that they can try to get both accounts restricted. This is malicious behavior on the part of the reporting player. 2016 RITO still banning the wrong players.
