Soft inting/ trolling goes by without punishment

So the link above is for a thresh who throughout the game flamed me because i didnt make every play he wanted and said i got out jungled. In this game i stole a dragon and made a 50/50 smite secure. For most of the game after laneing phase he just taunted me and split pushed and died 2-3 times from it. After that didnt work he would go and spend around a minute taking my wolf camp just saying. Jungle difference gg and then cussed at me in the most broken english which im assuming is why he hasnt been banned yet since they couldnt detect his toxic words. This game was a normal. a fun loving normal and then i was held hostage by one guy ruining my fun. ive had these people in ranked too. why arnt people like this banned.

you are not allowed to nameshame. but what you are allowed to do is say what champ you played, what your kda was so people can find out the players name on their own.
