Assume yes.
Riot has a very tight leash on what programs they do and do not allow. Anything that alters the game's files is forbidden.
I've used that program for a while, and I don't think you should be worried.
That program, has the LoL Client download the official voice files from the League server, and just changes it so that they play when you have it in another language. I used to use it quite a lot, but I got tired of having to run it again every time League was updated. I've never had any problems.
With that said, it is still a "use at your own risk" program. Keep that in mind.

nah mate it wont, the languages are riot approved , how do u think they even got the languages to fit into the game? i play with japanese voice overs
