Assume yes.

Riot has a very tight leash on what programs they do and do not allow. Anything that alters the game's files is forbidden.

a few patches back I altered what client side cottontail teemo splashart, I could find with the Chinese version,

but it was in order to cure my computer of the bad teemo artiwork infection, affecting the entire North American region.

i hope i don't get banned.

I've used that program for a while, and I don't think you should be worried.

That program, has the LoL Client download the official voice files from the League server, and just changes it so that they play when you have it in another language. I used to use it quite a lot, but I got tired of having to run it again every time League was updated. I've never had any problems.

With that said, it is still a "use at your own risk" program. Keep that in mind.
