The ban system (Didnt know what title to put)

So today in the morning i was playing league of legends. And a teamate was being a little bit toxic and he was annoying me. then he asked from the other team to report me. when the match ended i got 14 day ban. The first punishment is 10 games chat restriction. Instead i got 14 day ban which is the third punishment and i was never punished before. My point is the other people get chat restrictions as a first punishment but i got 14 day ban which is unfair.
