Permanent bans, once earned, are not overturned unless there was a mistake in the application of the ban. I'm afraid that, if you wanted to keep the account, you should have put more effort into improving your behavior prior to the ban.
That is the point of permaban. You had 2 chat restrictions and 14 days ban. If those weren't enough for you to stop flaming, you get permaban.
