Agreed except this extends to normals and blinds too (and teambuilder if it ever comes back #bringbackteambuilder!).
It shows such high disrespect for your team mates time if you are leaving any game. If you aren't sure you have time, go play something else. Easy.
Simple solution. If he left the game by clicking ESC and went through the 5 second delay to leave or clicks X on the client, If he doesn't log back in say 3 minutes, all his items are sold and all the money is shared between the team and he gets locked out of the game. So if he had 4k, each player gets 1k each.
Ik people will say about those who are lagging too hard or perhaps might be getting ddosed, increase the time limit. How will that work? Who knows but this is an idea.
It's a shame that the only ones who will read this post are the ones who need it the least.

I agree. And before those sad folks come on and say this is an elitist attitude, It's not. The decision to AFK in a Ranked game is a negative one for all those involved. Not only does your precious LP tank, but so does the MMR of everyone on that team.
If one simply can not set aside approximately an hour of undisturbed time, they should seriously consider not playing ranked.
But I have a kid and... (That's great. But if you are the only one in your household who can attend to the needs of the child, you shouldn't be playing ranked.) But I have a job and... (Excellent. Keep the economy strong Citizen. However, you shouldn't be playing Ranked at work during your "lunch") But I am "On Call" and... (On Call means you are able to work and perform your role for your organization on a moments notice. The name alone implies that unless you are On Call for a LCS team, you shouldn't be playing Ranked.)
Just an opinion from another Summoner who has an affinity for the AFK'er that lay dormant within all of us.
Asdf I keep crashing and that makes me DC for like the first 2 mins or so, as that's bout how long it takes to DC and RC. Normally it wouldn't be too late, but by the time I'm back in the game, thanks to the new minion spawn time, I'm basically 2 levels behind my opponent, and the whole game is impossible. Even worse if I'm jgling
Two my recollection I've 'purposely' left two games. One was a medical incident. The other was when I received a phone call from law enforcement. Luckily, neither were ranked.
They could have been though.
That's when you just be honest. Take the 5 seconds to say: "Medical emergency, cya" or something.
I don't mind playing with a few afkers on the enemy team. Harvesting their tears is deliciouss.
