Permabans due to hacked account

There are many cases in which account are permanently banned for extreme toxicity, however in case an account is compromised and is toxic during that time and gets perma banned, should that ban be revoked?

I mean there are cases like Jensen http://lol.gamepedia.com/Jensen

On March 31st, after Riot's Mid-Year Long-Term Suspension Reviews, it was announced that Incarnation's permaban had been lifted and that he was now eligible to play in Riot-affiliated Leagues starting May 11, 2015.[10] After the departure of Cloud9's former Mid laner, Hai, there were rumours that Jensen was one of those trying out for the position. On May 8th, it was announced that he would be joining the team as the starting Mid laner.[11]

If an account is compromised, they must submit a Support Ticket for account recovery. Any actions taken by the other person will be reversed and the account owner will not be held responsible for them. Failure to report a compromised account may result in it appearing that you willingly allowed someone else to play it, in which case you would be liable.

Something I don't understand... how did you get a 14 day ban, if you weren't being toxic? The hacked account had Chat Restrictions, Ok. If you played without raging at your team mates, the restrictions would've gone away. But after you had it back it escalated to a 14 day ban and then a PermaBan? Something not jiving there.
