Am I the only one that believes that a ban from ranked play is appropriate? It would allow another step of severity to banning accounts without denying access to the game and allowing reform.
This can also help players consider going afk less.
Afk players are a large part of elo hell. If an afk would cause ban from ranked play, it may not be seen as a viable option to troll the team.
Who knows. Maybe nothing will work. Just thought I would give it a shot.
Honestly this game could use a "prisoner island". The level of toxic players in this game is way too high. Rito is mainly to blame for this because of the two plus year gap between the tribunal, which was working, and this stupid new system. In that time, reports went from a serious threat, to "who the hell cares". Reporting does nothing anymore because no one sees anything from it apart from a stupid popup that comes up way too infrequently for it seems everyone's taste. Rito had the chance to control the community but instead chose to care more about its challenger and pro players and let the rest of the game go to hell. Now they are trying to fix it after the fact, and the problem is the toxic pool, which was relatively minor, has overtaken everything outside of their ivory tower. So they just don't care enough to fix it or at this point are they able to.

would you say that afks are such a problem they would effect every one in rank ?

To add some leeway how about they have to play or win a certain amount of SR normals without AFKing before they are allowed to play ranked again? Any AFK during those would reset the amount.
Feeders are the ones who should be restricted from Ranked.
