Riot can you please do something about smurfs and boosters?

It's becoming increasingly frustrating to play against and with smurfs and account boosters. They are in about 1/10 games in gold and it makes the game almost not worth playing. When you win with them on your team you didn't earn it and you dont learn anything. And when the accounts get boosted it sucks for the opposing team while their boosting and when they give the account back they feed and troll. I'm getting tired of hearing "I just bought this account, so I don't care if it gets banned" when you get trolled in champ select. I understand that its a free game and so its hard to control new accounts being made but I'd like to see some course of action for those who are effected by it.

Instead of saying "Do something against smurfs and boosters", why dont you say what they should do against them.

I agree smurfs and boosters are a problem but there is more.

The problem is with the ranked system as well. I have always been at a 65% + win rate, just destroy almost every game win or lose, but can never climb to my elo due to how long it takes. So every season I get soft reset and then have to redo what I lost. I know many people who are as good or better than me stuck down low as well.

On top of this the attempted forced 50% win rate can screw everyone too. On one hand you have a higher elo person with a 70% win rate, he gets grouped with 2 40%'s, a 45% and a 50%. While the enemy team gets even 50%'s. Since this is a team game you already know who has the adv. Also the 40%'s will just be destroyed and will not have fun win or lose.
