Scammed accounts and elo boosting on stream

Hello, any chance of getting a Red response to this. Ive came across the same stream and its always playing on different accounts (not name changes, actually different accounts), obviusly from someone else and even playing ranked with the same person (always same champ) playing on low ranked accounts with low winrates so its obvius its elo boosting. Does Riot care about that and informs twitch about "cheating" ..
