Player Harassment How to submit a report ticket with screenshots?

So I just got done playing a game that was quite strange. So I was topIllaoi against a Poppy . We duel at lvl 6 and of course I kill her. Poppy then goes to all chat asking me what lvl my account was, saying that she was only lvl 21 and assuming I was lvl 30. I am currently chat restricted so I couldn't directly answer her so I told my team to inform her I was lvl 21 or 22.

As soon as I say that, the Bard on my team says, "Just report Illaoi to get revenge, she is clearly all chat restricted just report her again to get her suspended."

I'm confused AF at this point because I haven't said a word to anyone so why would he be trying to rile up people to report his own teammate for no reason at all. I then said, "I'm not worried because I haven't said anything to Poppy for her to be able to report me" He then replies back with, "it doesn't matter, the system is automated and if you have chat restriction you're gonna get suspended." I started taking screenshots at this point because now I see I have some terrible toxic person that just wants to abuse the reporting system and get people suspended.

I want to know how to make a ticket to the right people and submit screenshots of the chat because I do know this reporting system is flawed and automated and I just want to avoid any account head aches brought on by some troll.

Again, I have no idea why he was trying to encourage false reports that could possibly get me permanently banned or 2 week suspended. But players should not be able to harass people and do that because it could have serious consequences for me. The current system is extremely flawed and is easy to abuse, especially by people like this bard.

I would like more clarity from the automated system. From what I've gathered, if you have ever been chat-restricted or any similar punishment, your reports have less weight than someone who has never been punished. If you report multiple people at a time, each of your reports have less weight than "normal."

It appears that Riot has mimicked the unsuccessful paradigm of the US prison system. Even worse, Riot's system is largely automatic. When we are discussing interactions between human beings and in-game behavior, we absolutely cannot let an automated system make these decisions.

For instance, I was reported after a game with a premade team because I did not gank when they told me to. The ADC on my team followed me around and tried stealing every jungle camp for the rest of the game and our team would not FF. The system has absolutely no way of punishing this player, because the player didn't actually say anything in chat. However, this is obvious toxic behavior. The things I said were similar to: "please stop; can you go back to your lane?; you call me toxic for not ganking then you try to steal every jg camp; almost had that one; wow close one; now I see why you left lane you can't CS"

Obviously this behavior bugged me. Fortunately, I received only a warning for this specific incident. I admit, I was definitely behaving worse and worse as the game progressed, but do I really deserve to be reported for this? The automated system says yes, but I think any human being assessing this incident would see that my behavior was in response to a player who intentionally flamed me for an entire game.

Riot Doesn't accept these types of reports anymore. If you are not a pro player, they don't give 2 shits about u. Live and learn
