Toxicity will always be active, it dose no matter if you mute them sooner or later you will face a case where someone witchhunt you for the purpose of seeing you perma banned either for bad gameplay or being a troll.
The community this days is all about vengeance they will do anything so it dose not matter what system league implements to the Tribunal they will always keep coming.
