When you are not swearing at anyone, just swearing about something that happened like Holy (blank) he slaughtered me lol. I could give 100 examples but u guys get it. Is it okay to swear in that situation or does riot still not like it?
Generally, it's fine as long as you aren't directing it at anyone and you aren't doing it all the time.
"Fuck you" is not ok. "Fuck I missed" is fine. Swearing every time a mistake is made will probably get annoying. Instead of asking "is this punishable", just ask "is this negative". Consistent negative behavior is the usual problem.
Swearing at nobody can still bother some people, it may not get you banned but it's kinda just bad manners. I find it hilarious and even better than swearing to say something along the lines of "OH BUTTERCUPS!"
Other players really get a kick out of it too, a lot of them will join you. Soon enough everyone in the match is saying silly things instead of swearing.
I don't know how Riot treats things like that, but in my opinion, if there is an alternate word to express what you're trying to say, why not use it? Swearing will bother some people, including me.
Riot is a complete joke of a company. Any other corporate world would have utterly demolished them years ago. Unfortunately, we're stuck with the absolute garbage that Riot has accepted and pushed onto us. Best of luck, summoner.
