Perma Ban

I got a perma ban over a year ago. yes i agree that i was toxic and i should be punished. however, before a perma ban riot are meant to issue a series of chat and temp bans which i got none of. so i didn't realise at the time as i was a bit younger and immature that it wasnt right to do so because in the past i played other games such as dota 2 and csgo and didnt get any punishments. ive levelled up a new account to lvl 25 and haven't flamed once but its incredibly difficult to gain ip and i only get 50 when winning. is there any chance my account can be given back to me as ive spent a fair amount of my money and even more of my time. even if im stuck with a perma chat ban ill be okay with it. please get back to me and thank you for your help. (dont ban my new account please xd).

If they were lifted after some time then they wouldnt be PERMANENT bans... No, permanent bans should NEVER be lifted

Something is fishy here. What were you banned for? It would have to be pretty serious if you were straight out permabanned without receiving smaller bans first. Or you could be lying about that.
