New to 6.10 "You are ineligible to earn loot due to previous behavioral restrictions"

Ok so first things first, yes the account I'm on when this happened did have a 14 day ban... LAST YEAR. That and in 6.9 I've been earning Keys and Chests.. so why now in 6.10 am I ineligible compared to 6.9 despite that fact that nothing has happened. The account did have some bad history back in the day (October last year-ish) but nothing has been bad since then, in fact, I didn't play for about 4 months during last year and this year. I've only started playing again about 2 months ago and during that 2 months, no reports, no restrictions, nothing. In fact I got an Honorable Opponent Ribbon during those 2 months. And if that wasn't enough, I've already been opening chests and earning key fragments for a while now. But since I've updated to 6.10 only just yesterday, since then I've seen this twice now "You are ineligible to earn loot due to previous behavioral restrictions" What "Behavioral Restrictions" are they talking about which wasn't relevant in 6.9 but are suddenly relevant now in 6.10 that makes any difference?
