Why I have to lose 20 LP when some asshole decides to leave the game . Make it a loss forgiven and punish this bastard with IP 14 day suspension so people like him wont polute elo . You were close, but still fairly far away. "KYS" is an encouragement of suicide, and encouragements of self-harm of any kind are met with a 14-day suspension for first offenders, with a permanent suspension following if they don't shape up.

If every instance of someone leaving resulted in a 14-day ban, some people would get unjustly punished. Besides - the current LeaverBuster system actually covers Ranked. Taking a few snippets from the LeaverBuster FAQ page:

No, your account will not be banned. However, it is possible to be punished for leaving just 1-2 games. Players who leave games will be placed in a low priority queue and will be required to play 5 matchmade games without leaving before exiting low priority queue. Note: Leaving Ranked games is considered more severe than leaving in Normal games.

Ranked is treated much more severely than normal when it comes to leavers. Games in which a player is considered a leaver always count as losses for them, even if their team is victorious.
It's not what you want, but they do make it harder for players to "pollute elo" by placing them in Low Priority Queue. Five minute waits before a match, with continuous leaving resulting in increasing waits, up to a max of 20-minutes wait time to queue up.

LP is irrelevant. If you belong higher than what you are, you should be winning more games than you are losing, causing your MMR to increase. As long as you have a higher MMR than your current rank you will eventually reach there, it just takes time.
For certain, being frustrated with the game, riot, or other players will not help you get there.
