This player is incredible abusive and he played a game with me this morning and he constantly flame saying I was the ****est player he has ever seen I'm still learning the game as a beginner and we reported him at the end hoping for a small ban or warning but straight away the next match he played against me and flamed constantly at his team while he was feeding and I told him to stop again but he continue so I report him again afterwards but just now i had to play another game and he flame again obviously no action has been taken against this guy please Riot can you look into him and take some action because he's just so abusive and mean makes me want to stop playing league x)

Abusive players are indeed awful to run into, but if you reported him in-client and he keeps that behavior up the system should catch him pretty quickly!

Calling players out like that on the boards it's allowed, largely because I could just as easily say the same about "some player named Koalaly" and you'd have no defense against it.
If they were being really toxic there's a good chance they were banned before and are trying to create a new account. The system scales punishments up, starting with chat restrictions.
