Submitting evidence of banned people making accounts and intentionally feeding?

I am part of a discord server where there are several people who intentionally feed, get banned, create a new account specifically for intentionally feeding, then continue on ad infinitum. Is there an efficient way to combat these people (and, as a side note, is creating a new account after being banned against the Summoner's Code)?
