I hate to be the bearer of bad news, but unless there was some form of error on Riot's end, they will not lift a permanent ban for behavioral reasons. Since you admit to being very toxic, I'm sorry to say but it's very likely that the permanent ban will not be lifted.
I understand that it's painful to lose an account that you put a lot of work and time into. It really does suck. However, there are rules for a reason, and breaking those rules do have consequences. Unless your behavior caused you to be escalated straight to a permanent ban, you should have received a 14 day ban before this, and the in-client reform card for that punishment did state that your next punishment (this one) would be a permanent ban. If you feel like you can reform after this and you wish to continue playing, you are free to make a new account to play on.
As for disabling your chat, that's not something Riot does. They give out temporary chat restrictions for early punishments, but currently they do not permanently disable a players chat.
