Premades should not be able to honor each other or it should be more emphasized...

...that they get less honor for being a premade. I love playing with my friends as much as the next person, but it's not a good experience to be the one person not in the premade.

Or, alternatively, if you're playing with 3 or 4 other people in a premade or two premades, you should automatically get honor.

Why? What if my premade is the most honorable person that game? Sure my honor will not give him anything because he won't gets the normal "amount" as he would from non-premade honor, but it's still nice to show him that I think he's honorable. What if everyone else were toxic that game except for my premade? Why should my choice be to not honor anyone at all or honor a toxic person while my premade remained calm through entire game?

The only thing that premade honors count to is one of the three required for “most honorable on team”. They do not increase the honor level of the player (or if they do, they only very very very slightly do so, much less than nonpremade).

10 times out of 10, my/one of my premade is doing hell of a lot better then everyone else while not being toxic. I'd much rather honor my premade over the other 2 or 3 that were complaining the whole game and not even trying.

That's how it works already.

Plus getting honors in itself doesn't help progress honors much. Having a positive chat and getting team honors bonus contributes much more to honors progress.
