Chat restriction question

So during the preseason 8, I was playing ranked and I'll admit it, I was very toxic during a specific game. After this game, I rightfully got a ten game chat restriction. I told myself I would change, as I didn't want to be toxic during season 8. Regardless, a few days ago, I was in a ranked game (during season 8 now) and I simply told my team jungler (Sejuani) that she should not play a jungle she does not know how to play. She essentially fed the enemy team simply because of bad champion mechanics. Anyhow, I supposed I got reported by her and another person she was queuing with. To my surprise, I got another chat restriction. However, instead of being ten games, it was twenty five. Just recently was I able to finally get rid of the chat restriction.

Now, if you skipped all of the above, no problem. Essentially, my question is regarding ranked season rewards. I've been reading up on chat restrictions and apparently, if you've had one during the season, you won't be eligible to receive ranked rewards. I don't know if this is true or not, as the post was made a while ago and therefore makes me doubt it. However, I simply want to confirm if this is true.

If in the case it is true, I honestly have to say that I'm a little upset. I know unsportsmanlike behavior should not be tolerable at all, however I do believe that people change. I was not as toxic as I was before, and I can truly say part of me has changed from the first time I was reported for toxicity. Upon reading up on this, I've been kind of disinterested in even trying to reach for high ranked levels. I'm approaching Gold, and whether or not this is true may ultimately be the deciding factor on whether or not I continue to strive for it.
