Low Priority Queue

Hello everyone i'm new to this League of legends game and need to say its pretty awesome but there is problem that got recently,when i try to find a game(any type) in lobby this msg show up and i have to wait 5 min to start the search.

The story was i had really poor net and this game eat alot of my juse.i recharge 500MB to my net and from that i only can play 4-5 match after that my net get disconnect and sometime i exit by my self but sometimes its just disconnect while i'm in game.

This thing appear from 2 days ago and before that i was playing Summoner ritual and while in game my juse got over and i'm got disconnect from the game.next day when i open the game this msg show up and i have to wait 5 min every time im Finding a game.

I want to know is this temp or perm? and how to stop that?
