I'll never understand that. If its a 100% legitimate reason for a report that shouldn't be a thing. This player literally said "I hate you" and "I hope you die irl"

Nor have I, but from personal experience and I've heard similar things from friends as well that 'report' is a trigger word for the riot auto punish system

It's because there's no reason for it - one report is the same as 9, so "calling for reports" does nothing and basically amounts to harassment and flaming.

there is a reason for it. This person is deliberately being toxic and verbally abusing the whole team. Not just me and getting away with it. That makes no sense at all. Why shouldn't everyone report that kind of behavior? Get the account flagged faster and put into review.

A single report and 9 reports do exactly the same thing. There is no difference at all. No different outcomes. The IFS grades their chat the same. The punishments are equal. There is no difference is speed.

That is not what happens. There is no "faster" flag nor "faster" review, nor is there more chance of punishment with more reports.

1 report is all it takes to trigger a review, and as long as there's at least one report, the system does not care if there's 1 or 9.

Aside from asking for reports, 100% of your chat did nothing to contribute to your chances of winning.

All of it was insulting or whining.
