Riot PBE Ban

Now I'm not gonna dispute that I got banned because I deserved it. But I'm just confused on that people can call me the n-wordo and whose names are literally N-words and other bullshit. I'm just wondering how come those people don't get banned? Also, I didn't know u can get banned on PBE. Not wanting to get unbanned just actually curious how those people arent banned?
