Riot really needs to clean up the community or I'm gonna go insane

I can't deal with this anymore. I just qued up for my last promo game (after loosing one in which jung and top kept flaming each other and eventually giving up) and the first thing I see in chat is a guy (in the jung role) telling us in allcaps that we are all r%%%%%%%%%% that he will afk farm and leave the game if we do anything stupid. I of course tried to calm him down before the whole team started flaming and tiltingbut he refused to and kept at it. In game he didn't play super badly but he gave up and started surr votes as soon as he could (even though we where prettyu even). He ended up afk farming and trash talking the rest of the team with our adc who joined in on the fun. I couldn't have cared less if we had lost because we had a bad game or made poor decisions specially if the game is close, but having someone flame all game and give up on a perfectly winnable game just tilts me out of my mind.

The main point here isn't to rant about my rank unluckyness but the fact that I have gotten endless players like these both in normal and rank games and have reported them each and every time and still have never gotten the "a player you have reported has been banned", so all these players are probably still out there doing their thing. So my point here is that riot should either put more effort into reviewing reports and having a lower threshold for punishment or change something in the review system to get more actual reports to be able to answer them. I generally don't care too much if this meta is too x or that meta is too y or if this champ is too op or that champ is garbage to a certain level, what really pisses me off in this game are the players.

PS: ik the boards aren't here for us to report people and all that stuff but this last guy made me loose my mind so hard that my neighbors probably think I'm insane (if they didn't before) and I now thank god that I have a well built keyboard, so I'll just throw out his summoner just in case someone with the power to punish him comes across this: -removed by moderation-
