Is it mandatory to play the role selected by the game in the new ranked + normal draft system?
Ex. Primary jungle, Secondary Mid - The system selects mid, but I am first pick and lock in jungle, am i allowed to do this? - Is this a viable reason to be reported? - Can i be banned for this? - or is this just frowned upon?
Given the way the system is set up what you described sounds like very good grounds for reporting and punishment, since with a decision like that you would be forcing whoever got jungle to play a role they may not have selected. If you get your secondary role you have to play your secondary role.
If you want to play jungle instead, then select jungle. You should be selecting the roles you want to play and not be changing your mind after you've already made your decision.

Here's a suggestion if you really want to play mid, which might work if your team's nice: Ask your jungler if he want mid, if he says yes, great, you secured yourself jungle. Or: See if you can work out a three way deal, say your jungler wants ADC, but adc wants mid, you trade with adc, then trade with jungler, you still got jungle, and three people are happy :3
That or nobody will trade, but you still have your second. :D
