Is it possible for Riot to change people's ingame names? Previously I had Anus Intruder as my ingame name. I didn't play for about half a year now and now that I've logged in, my name was changed to AdmirableOx. I find that very strange....

I don't think this is the case. To start, the OP's account is level 30, so he would have to not play a single match for 2 1/2 years before his name becomes available for others to take, and he said that he hasn't played for only half a year. Secondly, the OP's account is on EUW, but the account you linked is on NA, so it's not actually possible for that person to have taken the OP's name since they are on different servers.
Zielmann1 votesTo add to that, i had a smurf account that had sat dormant for years. I logged back into it a couple months back to just see if it was still there, and it was, but the name was changed to a random character string (most likely auto-generated by the system). I also was met by a notice that the name had been wiped in one of the passes for inactive accounts, and it had me choose a new name right there, so I wouldn't be stuck with random character string for a name, and wouldn't have to pay for a name change.
